Like all the add-ons in at the Atlassian Marketplace, Boomerang is set in two ways:
from the Atlassian Marketplace;
from the Jira admin page.
If you want to install the add-on on the Atlassian Marketplace, please follow the steps listed below:
Type "Boomerang" in the "Search the Marketplace" field.
Find the add-on the "Boomerang" by SaaSJet at add-on by SaaSJet in the search results.
Press the "Try it free" or "Subscribe now" button.
Select your site on the atlassian.net to install the add-on, then click on "Start a free trial".

If you want to install the add-on from the Jira admin page, please follow the instructions below. (You have to be a JIRA Administrator in order to install Boomerang)
1. First, click click on the Apps menu and go to to the Find new add-ons page.
