There is no requirement to associate the form with a Jira issue, and users can fill out the form at their convenience without any time restrictions. So, you can share forms like in Google Forms.

Instruction on how to share a form with external users

To share surveys and collect answers, follow the instruction below:

Open the Smart Jira Forms add-on and create the form you are going to share. Create a new form or use an existing one.
Then, click the Share icon and generate a public URL to the form.
1. When the form was shared there would be a Share icon near the Form name in the list. This way, you can always know that you are waiting for a particular survey to be filled out.
Copy and provide the URL directly to people who should fill and submit it. Look The view of the form that would see the recipient.
Еxpect the submitted information in Responses.
