Only administrators have permission to configure custom fields from Time in Status in Jira Cloud.

If your account has administrator rights, select Permissions in the configuration menu to manage the access for additional users who can update the reports view add-onmanage permissions and work schedule and manage permissions.

Reports View Add-on determine which users can set up new and view existing reports. Users who do not have access to the reports cannot view the report pages on the add-on and Jira Dashboard.
